Finaliste au Prix Smiley en 2012, L’Âge des incertitudes (Presses de l’Université Laval) paraît en édition anglaise aux Presses de l’Université de Toronto sous le titre de Minority Nations in The Age of Uncertainty : New Paths to National Emancipation and Empowerment. L’ouvrage a déjà été traduit dans plus de quinze autres langues dont le japonais, l’arabe, le bulgare, l’italien et l’allemand.

Les défis qui se dressent sur la route des nations minoritaires dans leur quête de reconnaissance et d’habilitation sont aujourd’hui plus nombreux que jamais. Les raisons sont multiples : inquiétude sinon méfiance de la part des grandes nations, préjugé favorable des organisations internationales pour la stabilité des régimes en place, fragmentation des collectivités autour d’enjeux pluriels, divisions des forces politiques responsables de porter les revendications nationales. Bien qu’une politique de la reconnaissance soit essentielle au maintien de saines relations entre les nations, il importe pour les États traversés par la diversité nationale de faire un pas qualitatif en instaurant une politique de l’habilitation. Inspiré par les travaux sur le nationalisme libéral, cet ouvrage discute des raisons pour lesquelles les citoyens ont besoin d’institutions communes pour approfondir l’exercice démocratique et enrichir les échanges intercommunautaires.

Comparing conditions in Quebec, Catalonia, and Scotland, Gagnon offers six interrelated essays on national minorities, processes of accommodation, and autonomy and self-determination within a modern democratic context. Based on a long career of scholarly study and public engagement, he argues that self-determination for these “nations without states” is best achieved through intercultural engagement and negotiation within the federal system, rather than through independence movements.
